The State Highwayhighway Investment Proposal (SHIP) is the proposed national business case for the next 10ten years of activity on our state highways. It forms the state highway funding bid through the National Land Transport Programme (NLTP).Programme.

It was formerly known as the State highway activity management plan (SHAMP).

It is informed by the Government Policy Statement for Land Transport , Transport Agency strategic direction, the government’sGovernment’s Regional Growth Programmeprogramme and regional annual plans, the One Network Road Classification and Regional Land Transport Plan priorities and objectives.

Corridor activity management plans also play a key role in the development of the State Highway Investment Proposal – capturing the holistic view of the customer levels of service we provide through our state highway maintenance, operations and investment activities on each of our 30 major corridors.

For the 2018-21 NLTP, our national imperatives are resilience, safety and efficiency, driven by the overall aim of improving customer experiences on our state highways. 

The State Highway Investment Proposal will be developed collaboratively with the sector, with early engagement on what activity is required in the context of each region. Feedback will be sought from regional councils and local government once activities are loaded in Transport Investment Online (TIO) and have been through a national moderation process in late 2017.

Submissions will also be sought through the Regional Transport Committee hearing process in early 2018.
