What are environmental and social management plans?
All state highway construction projects, network maintenance areas and bridge maintenance contracts will develop an environmental and social management plan.
The plans:
- establish the environmental management system between the contractors, consultants and the NZ Transport Agency
- set out accountability
- show how we will achieve compliance with permitted activities under the Resource Management Act, resource consents, designation conditions, archaeological authorities and Department of Conservation concessions.
Higher risk environmental and social aspects will have a sub-management plan due to the specialist level of management detail required. For example, erosion and sediment control, construction noise etc. These sub-management plans will be integrated with the overall management plan framework.
Guidelines and templates
We have developed two guidelines:
- Guideline for preparing an environmental and social management plan
- A methodology for identifying environmental risks for bridge maintenance.
These are supported by templates for:
- Environmental and social management plan for capital works
- Environmental and social management plan for network outcomes contact
- Environmental and social management plan for bridge maintenance .
Environmental and social management plans are available for reference:
- Example of an environmental and social management plan for large capital works
- Example of an environmental and social management plan for small capital
- Example of an environmental and social management plan for structure maintenance contracts
- Example of an environmental and social management plan for network outcome contracts .
The following sub-management plan template is available for use:
Other sub-management plan templates will also be developed, initially for:
- hazardous substance and spill contingency
- construction air quality management.
