Update on the Edendale Bypass project, Southland

The project has been developed to increase the route’s efficiency and to improve both community safety and safety on State Highway 1 between Invercargill and Mataura,” says Transport Agency Project Manager Jason Forbes. “It will do this by shifting the heavy traffic away from homes and the school on Salford St onto a new and safer highway which will pass around the back of the Fonterra plant.

“Edendale township is affected by highway traffic noise, so this will improve the environment for residents.

“The safe flow of traffic on the highway is affected by the varying speed limits, road geometry and layout, along with railway crossings and heavy vehicles travelling through the town,” he says. The two rail sidings into the Fonterra site from the main trunk line, used daily, can also delay highway traffic.

“The preferred option for addressing these issues is to realign State Highway 1 to the northwest of Edendale with a roundabout close to the southern end of the new route. This option future-proofs the highway and supports Fonterra’s use of rail as a freight option,” says Jason Forbes.

Last November, the Transport Agency held an open day, where two proposals were presented to the public for feedback. A survey was also produced to gather information. This consultation showed strong support in favour of the option which allowed traffic from the north to make a left turn off the new alignment onto the existing Pioneer Highway, in much the same way as drivers do now.

“Choosing this design means that vehicles heading south into Edendale, Wyndham and wider afield via the existing road, would be able to avoid passing the Edendale Primary School, which is a huge safety benefit.

“It is this design that has been progressed into the detailed design stage where stormwater, pavements, landscaping will be developed,” says Mr Forbes.

The Transport Agency intends to lodge its consent applications later in March and people are encouraged to enter a submission regardless of whether they agree with the favoured option or if they have concerns.

The Transport Agency is aiming to start construction at the end of the year.

Night work on the motorway next week involves earthworks inwill involve construction of a pier protection structure under the median underneath AlfristonHill Road Bridge and asphalting over Papakura Stream Bridge southbound. We will also be moving barriers and line marking to extend our work zones in the southernmost partBridge. Construction of the project. On the Papakura Stream Bridge, weadditional southbound lane will create a new work zone in preparation to connectcontinue this week with asphalting works between Alfriston Road and the old and new southbound bridges together.Takanini Interchange. At the Papakura Stream Bridge northbound,Bridge, sheet piling will commence to retain the surrounding soil during bridge construction. If it rains or ground conditions are too wet, work will be postponed until the next available dry night.

 WorkWork during the night will allow our crews to operate equipment safely while adjacent to the existing traffic lanes. Work in the shoulder and median work zones will continue during the daytime next week, but this will not affect traffic movements.

With the lanes narrowed, there is less time to react to other vehicles and it is important that motorists keep to the 80 km/h speed limit past our work areas. There will be ongoing truck and project vehicle movements accessing the shoulder and median work sites. Keeping both motorists and our team members safe as possible is imperative and we need everyone's help to do this.

As always, we will be doing our best to minimise effects of these works on motorists as much as we can.

Although the Transport Agency Board continues to make significant decisions related to the National Land Transport Programme (NLTP), most funding and procurement decisions have been delegated to Transport Agency staff. A summary of planning, funding and procurement delegations can be viewed in the Planning and Investment Knowledge Base .

In broad terms, the board has delegated decision making subject to certain monetary limits for new works, cost/scope adjustments, price level decreases, cash flow adjustments and emergency works.

New Zealand vehicle fleet open data sets

The New Zealand Vehicle Fleet Open Data provides information about currently registered vehicles as recorded on the Motor Vehicle Register (MVR) at the end of each month.

Registration is the process where we add a vehicle’s details to the Motor Vehicle Register and issue its number plates. This should not be confused with vehicle licensing, which is sometimes referred to as ‘rego’.

The data includes:

  • make
  • model and sub-model
  • colour
  • year and month of first registration
  • vehicle year
  • import status
  • country of origin
  • first 11 characters of the VIN
  • Territorial Authority (TA)
  • other select characteristics.

For more information about the content of these files, please see the metadata below.

Format and files

This data is provided in comma separated value ‘.csv’ files to meet open data standards.

The data relates to the current vehicle fleet, as at the end of the current month.

To manage the size of the files and make them easier to use, we have split the data into several files – one for each year from 1990-CurrentYear (inclusive).

All data prior to 1990 is in a single zipped .csv file ‘VehicleYear-Pre1990.zip’

Prior to 2007, vehicle year was the year of manufacture, model year, or year of first registration in New Zealand or internationally.

From January 2007 vehicle year is year of first registration in New Zealand or internationally.

We have also provided a zipped .csv containing all vehicle years. This file is called ‘ Fleet-data-all-vehicle-years.zip’ . Please be aware that when unzipped this is a very large file and some systems may have difficulty opening it. Please also note that this file exceeds row limitations of programmes such as Microsoft Excel.

Frequency

These figures will be updated monthly. The data is ‘as at’ the end of the previous month.

Data quality

Many fields on the Motor Vehicle Register (MVR) are free text fields and may therefore be subject to spelling mistakes and other human error. While we have ‘groomed’ the data to correct identified errors, it should be noted that due to the large number of vehicles on the register some information may not have been corrected in this data. Additionally, some variables may be subject to differences in how details are recorded – for example, manufacturers release a variety of sub-models and these may not be referred to, or recorded into the system, uniformly. 

As the following variables are infrequently recorded on the MVR there are a large number of missing values in this dataset for these variables.  Missing values may be displayed as NA or 0 (in the case of height and weight). The affected variables are:

  • height
  • transmission type
  • weight.

Privacy and confidentiality

This data relates to vehicles not people. We have included some information about where the person in whose name the vehicle is registered resides. This is based on the most recent information we have about their physical address. To make sure it isn’t possible to identify a person in the data, we have provided this at Territorial Authority (TA) level. A TA is a broad geographical area defined under the Local Government Act 2002 as a city council or district council. There are 67 TAs consisting of 12 city councils, 53 districts, Auckland Council and Chatham Island Council.

Vehicles belonging to individuals with a confidential listing have not been included.

We have restricted the Vehicle Identification Number (VIN) to the first 11 characters as these are generic and do not identify a unique vehicle.

Some repair work is being carried out on the road seal from 7.30pm until 4am from Sunday through to Thursday night.

The Transport Agency says the site is busy and is on a bend with limited visibility, so all road users should take extra care and abide by all road signs.

Have your say on Ōhope to Ōpōtiki safety improvements

Wainui RdAn open day is planned for Wednesday March 8, to provide the public an opportunity to find out what could be put in place and say what they think is needed to make the road safer.

Safety measures being considered include installing side safety barriers, widening shoulders, intersection improvements and adding rumble strips.

Seven people died and 31 have been seriously injured in the 10 years to June 2015 along State Highway 2, which is classified as a high-risk rural road. One person has died and seven have been seriously injured along Wainui Road.

“These crashes affect ordinary New Zealanders, whose lives have been affected,” NZ Transport Agency Bay of Plenty State Highways Manager, Niclas Johansson says.

“Most of these crashes were caused by drivers losing control and hitting trees, poles or deep ditches. Most of these crashes were preventable.”

He says safety improvements will reduce the risk of crashes, make the stretch of road safer for people who travel on it, and will provide a more forgiving environment for motorists who make mistakes when they are driving.

“We encourage local people and anyone that uses the road between Ōhope and Ōpōtiki to go to the open day and talk to the team so that together we can come up with the best safety solutions,” Mr Johansson says.

Wainui Rd

The improvements are part of the Government’s Safer Roads and Roadsides programme which is a series of safety projects being delivered over six years to reduce deaths and serious injuries to people on high-risk rural highways across the country.

The open day will be at the Waiotahe Settlers Hall, on Waiotahe Valley Road, from 3pm to 7pm. The community can also provide feedback online between now and the end of the month.

Driving in the Tunnel

Drivers should expect that the Waterview Tunnel will be busy when it first opens while people find their way and work out the best route.

Variable speeds apply – the max is 80, matey.

Under usual circumstances the enforced speed limit in the tunnel will be 80km/h. If there’s an incident the Tunnel Operators can change the speed limit via the variable message signs for safety reasons.

Dangerous goodsDangerous goods

Dangerous Goods vehicles, vehicles over 4.3m high and vehicles carrying loose bulk loads aren’t allowed.

These vehicles will need to take either the detour route or an alternate route. See more information in prohibited vehicles .

Follow the signs

Follow the signs, you’ll be fine.

They’ll inform you of any speed restrictions, which lane you need to use and other important information.

Refrain from changing lanes

Refrain from changing lanes.

Switching lanes can cause accidents and traffic jams. Plan your journey, get in to the correct lane early and keep things moving.

In case of emergency, phones and exits are every 150m.

Night work on the motorway next week involves earthworks inwill involve construction of a pier protection structure under the median underneath AlfristonHill Road Bridge and asphalting over Papakura Stream Bridge southbound. We will also be moving barriers and line marking to extend our work zones in the southernmost partBridge. Construction of the project. On the Papakura Stream Bridge, weadditional southbound lane will create a new work zone in preparation to connectcontinue this week with asphalting works between Alfriston Road and the old and new southbound bridges together.Takanini Interchange. At the Papakura Stream Bridge northbound,Bridge, sheet piling will commence to retain the surrounding soil during bridge construction. If it rains or ground conditions are too wet, work will be postponed until the next available dry night.

 WorkWork during the night will allow our crews to operate equipment safely while adjacent to the existing traffic lanes. Work in the shoulder and median work zones will continue during the daytime next week, but this will not affect traffic movements.

With the lanes narrowed, there is less time to react to other vehicles and it is important that motorists keep to the 80 km/h speed limit past our work areas. There will be ongoing truck and project vehicle movements accessing the shoulder and median work sites. Keeping both motorists and our team members safe as possible is imperative and we need everyone's help to do this.

As always, we will be doing our best to minimise effects of these works on motorists as much as we can.

Delegated decisions

Although the Transport Agency Board continues to make significant decisions related to the National Land Transport Programme (NLTP), most funding and procurement decisions have been delegated to Transport Agency staff. A summary of planning, funding and procurement delegations can be viewed in the Planning and Investment Knowledge Base .

In broad terms, the board has delegated decision making subject to certain monetary limits for new works, cost/scope adjustments, price level decreases, cash flow adjustments and emergency works.

The board has also approved delegation of funding approvals to approved organisations that meet certain criteria.

Well maintained roads are an important part of keeping people safe.safe.  While we aim to do this work with as little disruption as possible, we know that roadworks can be inconvenient.inconvenient.  Thanks for your patience and understanding while we do this important work.

Please drive carefully through work sites and stick to the temporary speed limits.limits.  If you’re driving around the Nelson and Tasman regions, roadworks on the state highway network may affect your travel plansplans.

New Zealand vehicle fleet open data sets

The New Zealand Vehicle Fleet Open Data provides information about currently registered vehicles as recorded on the Motor Vehicle Register (MVR) at the end of each month.

Registration is the process where we add a vehicle’s details to the Motor Vehicle Register and issue its number plates. This should not be confused with vehicle licensing, which is sometimes referred to as ‘rego’.

The data includes:

  • make
  • model and sub-model
  • colour
  • year and month of first registration
  • vehicle year
  • import status
  • country of origin
  • first 11 characters of the VIN
  • Territorial Authority (TA)
  • other select characteristics.

Format and files

This data is provided in comma separated value ‘.csv’ files to meet open data standards.

The data relates to the current vehicle fleet, as at the end of the current month.

To manage the size of the files and make them easier to use, we have split the data into several files – one for each year from 1990-CurrentYear (inclusive).

All data prior to 1990 is in a single zipped .csv file ‘VehicleYear-Pre1990.zip’

Prior to 2007, vehicle year was the year of manufacture, model year, or year of first registration in New Zealand or internationally.

From January 2007 vehicle year is year of first registration in New Zealand or internationally.

We have also provided a zipped .csv containing all vehicle years. This file is called ‘ Fleet-data-all-vehicle-years.zip’ . Please be aware that when unzipped this is a very large file and some systems may have difficulty opening it. Please also note that this file exceeds row limitations of programmes such as Microsoft Excel.

Frequency

These figures will be updated monthly. The data is ‘as at’ the end of the previous month.

Data quality

Many fields on the Motor Vehicle Register (MVR) are free text fields and may therefore be subject to spelling mistakes and other human error. While we have ‘groomed’ the data to correct identified errors, it should be noted that due to the large number of vehicles on the register some information may not have been corrected in this data. Additionally, some variables may be subject to differences in how details are recorded – for example, manufacturers release a variety of sub-models and these may not be referred to, or recorded into the system, uniformly. 

As the following variables are infrequently recorded on the MVR there are a large number of missing values in this dataset for these variables.  Missing values may be displayed as NA or 0 (in the case of height and weight). The affected variables are:

  • height
  • transmission type
  • weight.

Privacy and confidentiality

This data relates to vehicles not people. We have included some information about where the person in whose name the vehicle is registered resides. This is based on the most recent information we have about their physical address. To make sure it isn’t possible to identify a person in the data, we have provided this at Territorial Authority (TA) level. A TA is a broad geographical area defined under the Local Government Act 2002 as a city council or district council. There are 67 TAs consisting of 12 city councils, 53 districts, Auckland Council and Chatham Island Council.

Vehicles belonging to individuals with a confidential listing have not been included.

We have restricted the Vehicle Identification Number (VIN) to the first 11 characters as these are generic and do not identify a unique vehicle.
