Be prepared for night work on State Highway 2 near Whakamarama

Some repair work is being carried out on the road seal from 7.30pm until 4am from Sunday through to Thursday night.

The Transport Agency says the site is busy and is on a bend with limited visibility, so all road users should take extra care and abide by all road signs.

Have your say on Ōhope to Ōpōtiki safety improvements

Wainui RdAn open day is planned for Wednesday March 8, to provide the public an opportunity to find out what could be put in place and say what they think is needed to make the road safer.

Safety measures being considered include installing side safety barriers, widening shoulders, intersection improvements and adding rumble strips.

Seven people died and 31 have been seriously injured in the 10 years to June 2015 along State Highway 2, which is classified as a high-risk rural road. One person has died and seven have been seriously injured along Wainui Road.

“These crashes affect ordinary New Zealanders, whose lives have been affected,” NZ Transport Agency Bay of Plenty State Highways Manager, Niclas Johansson says.

“Most of these crashes were caused by drivers losing control and hitting trees, poles or deep ditches. Most of these crashes were preventable.”

He says safety improvements will reduce the risk of crashes, make the stretch of road safer for people who travel on it, and will provide a more forgiving environment for motorists who make mistakes when they are driving.

“We encourage local people and anyone that uses the road between Ōhope and Ōpōtiki to go to the open day and talk to the team so that together we can come up with the best safety solutions,” Mr Johansson says.

The improvements are part of the Government’s Safer Roads and Roadsides programme which is a series of safety projects being delivered over six years to reduce deaths and serious injuries to people on high-risk rural highways across the country.

The open day will be at the Waiotahe Settlers Hall, on Waiotahe Valley Road, from 3pm to 7pm. The community can also provide feedback online between now and the end of the month.

Crash Analysis System (CAS)

The NZ Transport Agency manages the Crash Analysis System (CAS) - New Zealand’s primary tool for capturing information on where, when and how road crashes occur.

The system provides tools to analyse and map crashes and enables users to identify high-risk locations and monitor trends and crash sites. This information helps inform transport policy, design and prioritise road safety improvements and monitor their effectiveness.

CAS is used by a range of organisations all with the broad aim of improving road safety. It is an essential tool in supporting Safer Journeys and its vision of a ‘safe road system increasingly free of death and serious injury’. It enables the transport sector, over the long term, to improve road safety through knowledge, research and the measurements of the effects of changes to the network and network user behaviour.

We have target processing times for all crash reports. These targets relate to the time taken from the date thatat is the crash report is received by Thethe Transport Agency until the time it is entered in the crash analysis system (CAS).(CAS).  Delays in reporting a crash to Thethe Transport Agency, and errors in initial reporting (e.g. an injury crash initially reported as a non-injury crash),crash) may lead to delays in the crash being processed.

The following sections provide more detailed information about the current situation,situation (as at 1 March 2017).31 October 2016). This information will be updated on a quarterly basis, and more frequently if the situation changes significantly.

Fatal crashes

Our target is to process all fatal crashes within one working day of the crash report being received. This target continues to be achieved.

Injury crashes

Our target is to process all injury crashes (serious and minor injury) within four weeks of the crash report being received.

While there have been some processing delays over the last few months, resourcing has been increased and we are now achieving this target. We expect to continue to achieve this target, and will provide an update if this changes significantly.

However, as noted in the information on non-injury crashes, we have approximately 21,00022,000 un-processed crash reports. We anticipate that most of these will be non-injury crashes, but we estimate that 2.5% of these may be initiallyany injury crashes incorrectly coded as non-injury andinitially will not be identified as such until the crash is processed.

Table 3 shows that the numbers of injury crashes reported and recorded in CAS in 2016 are lower than those reported for the same months in 2015. We have not yet been able to identify the reason(s) for these lower numbers, although early indications suggest the 2016 injury crash numbers will continue to increase as the processing backlog is cleared. We therefore recommend that some care is taken when using these numbers.

Coromandel roads re-opening and crews still out in force

Road crews dealt with around 30 incidents on the state highways in the Coromandel yesterday. The incidents ranged from major slips that brought down power lines to minor flooding.

The Transport Agency’s Regional Performance Manager, Karen Boyt, says workers are still out across the region.

“The slips that came down with the heavy rain near Whangamata and Whiritoa are being cleared as quickly as possible.

“It’s a big job and we’d like to thank the Coromandel people for being so patient while we work to get their roads cleared.

“The crews are also still out clearing debris around the district so we’d like people to watch their speed and continue to drive carefully,” Ms Boyt says.

Karen Boyt says we are working closely with Civil Defence and keeping an eye on the weather forecasts.

“We know that there is more heavy rain forecast to fall on the Coromandel for Friday and over the weekend so we will have our crews in a state of readiness should more slips and flooding occur,” Ms Boyt says.

State Highway 25 at Whangamata is closed because of a number of large slips. One lane is open for emergency access only because of safety concerns. It is estimated the road will be open at 5pm this evening.

UPDATE: 9/03/2017 5:53 p.m

State Highway 25 at Whangamata remains closed because of a number of large slips. Contractors have also come across power lines on the road so it isn’t expected to open until 5pm tomorrow (Friday March 10 th ). All residents who live on that section of the State Highway have been given access in and out. There is a detour for all other road users through Whangamata town.

State Highway 25 at Whiritoa (between Whangamata and Waihi) now expected to open at 8pm.

Who we are

Made up of the NZ Transport Agency and infrastructure consultancies Beca , Bloxam, Burnett & Olliver (BBO) and Northern Civil Consulting (NCC) , Safe Roads will work with stakeholders to deliver timely and tangible improvements to New Zealand roads, helping to reduce deaths and serious injuries. Safe Roads has been established to deliver a programme of road and roadside safety improvements to the State Highway Network over six years.

The Safe Roads and Roadsides programme is one of four components of the Safe System approach which was introduced to New Zealand through Safer Journeys , the government’s strategy to guide improvements in road safety over a 10-year period.

The national programme of improvement works is overseen by the team in Hamilton while projects are managed regionally through its partner offices in Auckland, Tauranga, Wellington, Whangarei and Christchurch.

How we’re making rural roads safer

Flexible road safety barriers

Wire rope barriers

Head-on and run-off-road crashes account for 75 percent of fatal and serious injury crashes in New Zealand. Installing wire rope barriers along centrelines and roadsides has been shown to significantly reduce these types of crashes. They work by acting as a net, catching vehicles before they run off the road and hit something less forgiving like a tree or another vehicle. The wire cables flex on impact slowing the vehicle down and pushing it back into its lane.

Wider centre-lines

Something as simple of as widening the centreline on the road to increase the separation of traffic can reduce the likelihood of crashes. Wide centrelines have been shown to reduce centreline crashes by 40 percent by giving fatigued and distracted drivers an extra couple of seconds to regain concentration and correct a mistake before crossing over into the opposing lane.

Rumble strips

Rumble strips are a cost effective way to reduce run-off-road and head-on crashes. Applied to centrelines and edge lines, the raised plastic ribs give distracted or fatigues drivers a wake-up call if they stray across the line.

Signs and road markings

Good signage and road markings create a more readable road so that drivers can see more clearly what is ahead and so will encourage better decisions. Warning signs alert drivers to features that need special care, for example, curves they need to slow down for or clear stop signs at intersections. Better signs and road markings all help to create a safer road environment.

Shoulder widening

A sealed shoulder provides additional space should a driver need to take evasive action or need to recover control of their vehicle before they run off the road.

We need to better understand variability so that we can achieve value-for-money for New Zealand tax and ratepayers, and a safe road network fit for the country’s economic and social needs. REG has developed the One Network Road Classification (ONRC), completed in 2013, to provide the framework, and an online reporting tool to gather the evidence. As well as general surveying and measurement works. If it rains or ground conditions are too wet, work will be postponed until the next available dry night.

    Work during the night will allow our crews to operate equipment safely while adjacent to the existing traffic lanes. Work in the shoulder and median work zones will continue during the daytime next week, but this will not affect traffic movements.

    With the lanes narrowed, there is less time to react to other vehicles and it is important that motorists keep to the 80 km/h speed limit past our work areas. There will be ongoing truck and project vehicle movements accessing the shoulder and median work sites. Keeping both motorists and our team members safe as possible is imperative and we need everyone's help to do this.

    As always, we will be doing our best to minimise effects of these works on motorists as much as we can.

    Well-maintained roads are an important part of keeping people safe. While we aim to do this work with as little disruption as possible, we know that roadworks can be inconvenient. Thank you for your patience and understanding while we do this important work.

    From tomorrow, the highway from Peketa to Oaro will open an hour later at 7am and continue to close at 8pm at this stage.

    “The change in sunrise hours at this time of year makes it more difficult for our contractors to see what is happening on the slip faces above the road in the early morning hours. In order to keep contractors and  people travelling on the route safe we need to open the road a little later,” says Transport Agency Regional Performance Manager Pete Connors.

    Mr Connors says crews are making good progress on work to fully restore State Highway 1 south of Kaikoura, but he reminded people that the road was subject to close at short notice in response to continuing seismic activity and weather events.

    Drivers wanting to head to or from Kaikoura when SH1 is closed should use the Inland Road (Route 70), remembering that the journey between Waiau and Kaikoura is a slow one, 30 km/h speed restrictions are in place in many places, with several work sites along the way.

    Well-maintained roads are an important part of keeping people safe.  While we aim to do this work with as little disruption as possible, we know that roadworks can be inconvenient.  Thank you for your patience and understanding while we do this important work.

    Construction set to start on SH2 Rimutaka Hill Road corner widening

    Located on the Wairarapa side of the Rimutaka Hill Road, the corner to be widened is approximately 4 kilometres below the summit on the Featherston side.

    “This corner is one of the tighter sections of the Rimutaka Hill Road. Widening it will make safer for all road users, especially larger vehicles, says NZ Transport Agency Regional Performance Manager Mark Owen.

    Starting from 20 March, the project is expected to take four weeks with two solid weeks of major earthworks, during which time the road will be down to one lane and traffic controlled by mobile traffic lights.  The traffic light system can be adjusted to meet the changes in traffic flows, which helps reduce the delays for people using the route.  The work is weather dependent so bad weather will prolong the time taken to complete the work.

    “This is a major undertaking, both in terms of the physical works, and the management of traffic, particularly heavy vehicles such as logging trucks and wide loads,” says Mr Owen. “We’ve worked with representatives of the Road Transport Association and Heavy Haulage Association on the logistics of how to get large loads past the work site.  We need to keep the highway open while the work is underway, but also give our crews enough room to work safely and efficiently.”

    Motorists will have one lane to get past the work site with an additional one metre shoulder, which will allow larger trucks to pull longer trailers safely around the corner. “Operators and members are asked to be patient and considerate during earthworks that we have campaigned for,” says Road Transport Association Area Executive, Sandy Walker. “It’s definitely a case of ‘short term pain for long term gain’”.

    While the project is underway, those moving over-dimension and wide loads will need to provide notification. Any applications for house movements will be assessed before their permit is issued.

    Construction on the $250,000 project has been designed to get the work done as efficiently as possible with the least amount of disruption to those travelling over the Rimutaka Hill Road.  “We’ll have crews working both during the day and at night to make the most of the more settled weather and minimise the disruption for people travelling over the Rimutaka Hill Road,” says Mr Owen. “We’re advising people to allow an extra 5-10 minutes or so for their journey, particularly during the morning and evening peak.”

    The road will be widened by three metres at the narrowest point, and require the removal of 2700 cubic metres of soil and rock from the hillside.  Once the earthworks are complete, crews can start constructing the new road surface.  The final stage of the project is the repositioning of a new guardrail.  During this last phase, stop/go traffic management will still be in place but motorists will be able to drive on the new road alignment.

    The corner-widening project is one of a number of initiatives over recent years to improve safety for people travelling over the Rimutaka Hill Road, including the installation of roadside edge barriers to prevent drop-offs, a speed-activated electronic warning sign and signs that illuminate when a truck is approaching, and additional curve signage to alert drivers of the safe speeds to travel around curves.

    In addition, construction is planned to begin in spring 2017 at a corner approximately 400 metres north, to install a new safety barrier and widen the road, providing more room for oncoming vehicles travelling around the corner. This project is expected to take approximately six weeks, depending on weather, and will require a full lane closure for the majority of the construction period.

    “The Rimutaka Hill Road forms a critical part of State Highway 2.  We will continue to maintain and improve the highway to keep it open and safe,” says Mr Owen.

    The context – what New Zealanders think

    The NZ Transport Agency commissioned research to understand what New Zealanders think and say about speed, roads and speed management. The research identified some strong themes about community perceptions and has informed the Transport Agency’s approach to engagement.

    You can view the key research findings in the programme toolkit . We have also included research insights in each of the three engagement sections of this handbook. There are also tools to help with the formal consultation process .

    Who to engage with

    Who to engage with

    There are three main groups to engage early and often. Each have different interests and requirements, and you will need to tailor your engagement to suit them. The groups are:

    • Community: the people most affected, including local businesses, residents, or commuters.  Think beyond specific neighbourhoods to those who frequently use the road such as drivers, cyclists and pedestrians
    • Stakeholders: people in your region who are interested in speed management and road safety. This includes staff within your own organisation, local Police, community groups, your mayor and councillors, public health and emergency professionals, local MPs, and special interest groups
    • Media: journalists in your community or broader region. While most media report on road safety, the strongest interest in speed management initiatives generally comes from smaller, community-based media

    The following pages contain guidance on how to engage with each of these groups, and meet their specific needs.
